You could open the thmx file in ppt 2007, save as a pptx file, THEN have someone in 2003 with the compatibility pack open. I am not sure if and what pieces are lost from the themes bundle, if any. You may want to add some slides in pptx first, and pick from your themes so they are handy for the 2003 user to grab.
